New factions would form because of the fog (probably not but for the sake of things to do) Most factions and almost every settlement would have broken up because of their inability to adapt to the fog.
This would be a hardcore survival mod, on the lines of Frost or even Dust (my favorite tbh). I do realize that there are mods out there that make the Commonwealth a more hazardous place (Gas masks of the Wasteland comes into mind) but what if the fog that berates Far Harbor one day coasts onto the mainland, think of all the hell that would break loose.
